October 2003 Armchair General's Revue Our esteemed President

From the President's Desk:

Greetings Everyone;

Fall is now upon us. The leaves are changing, and so are things at IAAPA. New tourneys are starting, government members are changing, and projects are being completed.

I would like to welcome Dan (Daninja) to the fold of government members. He will be taking over John's (Blackdog) position as Herald. While John has not been heard from for several months, I placed a long distance phone call to him last week to see if all was ok, and it is. He's had some technical problems with his computer, and says he will probably be back sometime later, after he gets them worked out, and finds some free time. In the mean time, Dan has already jumped into the position full on. Check out his comments in the Revue, as well as his snapshots in time.

The tourney season is heating up. The Fall Classic has just begun, the Rivals on the Rhine is about to begin, the 2002 season of the Campaign Leauge is down to its final few games, and the 2003 season of the ITSL is entering its final months. Keep your eyes on the tourney info page and BBS for all the latest news.

I'm happy to announce that the work on the database is in its very final stages. All of the known bugs that we set out to fix have been fixed, and we are now just checking to make sure things work properly. We have even fixed problems that we didn't initially set out to fix, but fixed them anyways, as they needed to be done. We have also begun preparing for the updating of the front page, with both the Legislature and Senate voting on a design for the page. We should hopefully have it up within the next few weeks.

On a final note, I would like to thank everyone who helped plan this years convention, as well as all those who attended. I myself had a great time, and look forward to future conventions. There will be an email going out next week about the location of the convention next year.

Good luck in your gaming.

Eric (Raist)
IAAPA President

Senate Reports

FROM THE OFFICE OF THE PRIME MINISTER - Michael (micwil) - webmaster@REMOVETHISaxisandallies.net

I am sorry to report that I still do not have a great deal of time to devote to IAAPA, however, all updates of HTML pages to the web site are occurring through the efforts of myself and Eric within 24-48 hours. The main reason there is no significant news on the home page is because I only receive information to post on the home page from the Minister of Tournaments. Direct FTP access has been provided to the ITSL Coordinator, Campaign League Coordinator and Minister of Tournaments to update their respective areas.

The Legislature has prepared a redesign of the web page which has the approval of the Senate and the Executive with a few minor amendments. Once these oversights have been addressed, we will update the home page. After 2 weeks (to allow any comments about problems / issues with the new design), we will update the entire site using the new design.

There have been a truly incomprehensible number of minor bugs and problems tied in with not only the server move, but all the other enhancements, improvements and fixes which were required with the rankings update project and logs update issue. Essentially, the complex system of intertwined scripts is not severable, and almost every script required an overhaul to keep the system working. However, we should be finished all the trickle change updates as of the issuance of this Revue.

I will continue to be available to the best of my ability, and as always, feel free to contact myself or any other member of government with questions or concerns.

Regards,

micwil
IAAPA Prime Minister

REPORT FROM THE MINISTER OF COMMUNICATION - Gil (Tusk) - who@REMOVETHISaxisandallies.net

Greetings Fellow Warriors,

All mass mails have been sent without incident. Please look forward to future emails concerning Tournements and other IAAPA news. I will continue with "Tusk's Tips" as soon as the move of the website is complete. Until then I remind you all to visit the IAAPA BBS and help out with YOUR CLUB as best you can.

Tusk does have a tip for all you AOLers..

If you recently upgraded to AOL 9.0 and you find your links and images are not working properly; click on the "enable images and links" link on the upper right hand corner of your emails.

Have a Nice Month..

REPORT FROM THE MINISTER OF LAW - John (JohnPin569) - law@REMOVETHISaxisandallies.net

From the Law Office...

Scales of Justice

Greetings Fellow Warriors,

It has been fairly quiet in the Law Office and there has been a noticeable drop in rules questions. Perhaps this reflects the growing experience levels of our players or that new players are up to speed when they join. Regardless, this is an indirect indicator that games are running smoothly which makes the game more enjoyable for all.

I would like to remind everyone to please include the game number in the header of all correspondence, especially the Forfeit notices. As I keep a separate file folder for every game, it is very helpful if you send individual e-mails for each e-mail that you send. For example, don't send one Impending Forfeit Notice e-mail with 6 game numbers in the header or an out of town notice with 8 game numbers in the header, send one for each. It keeps me from having to resend one myself for each game to get a copy to put in each of the folders.

As we all know the website upgrades are nearing completion and as soon as that is 100% finished I will solicit the Rules Page improvements that I have mentioned before.

In closing, I would like to remind everyone that even though playful and competitive bragging or nagging your opponent is an integral part of our gameplay, it is a violation of our Code of Conduct to direct vulgarities, profanities, or otherwise indecent verbiage to your opponent. If there is a dispute or problem, remember to direct them to your opponent in a courteous and sportsmanlike manner.

Take care.
John

REPORT FROM THE MINISTER OF STATS AND LOGS - Eric (Raist) - logs@REMOVETHISaxisandallies.net - stats@REMOVETHISaxisandallies.net

Hello Again;

Things in the logs department have been busy as of late. The log update script has been fixed, and as such I am now able to upload the submitted logs to the site. Last week I updated around 1800 logs, so almost all the games that say they have a log, should have a log.

Logs are up to date as of September 29th, and should be completely up to date by today or tomorrow.

Eric AKA Raist

As for stats, we fixed the problem with players playing opponents that had a 0 rating. This was caused because back in the past, before the system was automated, all game starts were manually entered into the database. However, for many games (around 300), the person who entered the information made spelling errors, or forgot to include all the information. As such, when we recalculated the database, it couldn't find a record of those players. However, we have now fixed this problem.

There have been 11253 gamestarts to date, 255 since the last Revue, or a little under 3 a day.

REPORT FROM THE MINISTER OF MEMBERS - Pete (Boromir) - adjudication@REMOVETHISaxisandallies.net

Some changing faces in the Legislature as GroeFaZ replaces Tusk as our Senatorial observer, and Daninja replaces the vanished BlackDog as Herald. We did pass a motion to play $300 USD to each annual convention for facilities. Aslo renewed EZboard through IAAPA funds. Legislature passed on a new look front page to the Senate.

Ongoing items of interest include a Legislature SOP to guide our actions, expansion of dice roller features, alternations to NCM rules, Hall of Fame and some others.... feel free to submit ideas.

REPORT FROM THE MINISTER OF TOURNAMENTS - Jochen (Groefaz) - tourneys@REMOVETHISaxisandallies.net

Fellow members!

2003 Interclub Tournament - IAAPA/DAAK/AAMC

Esteemed Members:
This year everything is different... we have not only the chance to beat them DAAKers' up...
no, AAMC too agreed to get themselves some serious asswhopping by our most honourable and
powerful membership! So do your duty and sign up now for this new event!

The tournament will be played in the following fashion: Each club will signup as many players
as possible. The club with the least number of entries determines the number of match-ups
(hopefully 20 per club). A lottery will determine who can join in from the other 2 clubs
(playing strength or ratings shouldn't therefore play a role). The signups of each club will be
organized by their rating and face their similar opponents from the other two clubs. This
means that every participant from IAAPA will play two games, one against a DAAK player and
one against an AAMC player, both beginning at the same time. Each game won will be worth 1
point if Allies win and 1.1 points if the win is as Axis. The club with the most points wins!
(Bragging rights included)

-The tournament will begin October 15th and the timeframe will be two months (Deadline is
December 15th).

-Each player should submit a turn NO LATER than 3 days after his opponent’s last move, with
1 day being the standard norm.

-Each player MUST inform a club official (see email accounts below) of their club of infractions
as we don’t check without notice.

-Three (3) such infractions will result in a disqualification from that specific tournament
game.

-Games not completed by the “STATED DEADLINE” will result in an adjudication process. A
panel of three judges (one chosen by each club) will decide the fate of the game. Adjudicated
games are judged by very experienced players and their decision on who advances is FINAL AND
IRREVERSIBLE.

-All games not finished by the deadline will still be adjudicated, even if they don’t matter
anymore to decide which club wins.

The games will be played in the following formats:

-Kremlin rules
All three clubs thank Kurt and Spring 1942 for allowing us to use this wonderful rule-set:
http://pub1.ezboard.com/ftheofficersclubfrm33.showMessage?topicID=3.topic

-Low Luck rules
DAAK’s rules, thanks to DAAK for the use of this wonderful rule-set (note: LL will be played without tech): http://www.daak.de/lowluck/lowluckregel.php?sprache=e

-standard 2nd Edition rules
DAAK’s rule clarifications:
http://daak.de/regeln/eng/DAAKClari_Eng.pdf

And the MOST IMPORTANT RULE: Be a good sportsman and have fun!

If you have any questions regarding this tournament, you may post them at this thread, or email
your club officials.

No Submission. Check the BBS and ITSL page for updates.

REPORT FROM THE CHANCELLOR OF ADJUDICATION - Peter (Boromir) - adjudication@REMOVETHISaxisandallies.net

Nothing new here. Most games seem to resolve internally before the deadline, either through completion, or both players agreeing on how advances. Makes the job quite easy.

REPORT FROM THE MENTORSHIP COORDINATOR - Pete (Boromir) - mentors@REMOVETHISaxisandallies.net

Had gotten far behind in dealing with prospective members, but I think I am back on track. New recruit rates seem a lot lower than in the spring.

REPORT FROM THE STRATEGY AND BID PACKAGE DEVELOPMENT OFFICER - Eric (Wrec_it) - strategy@REMOVETHISaxisandallies.net

To: President, IAAPA

From: Strategy and Bid Package Officer, IAAPA

CC: Membership, IAAPA

Subject: Operational Report, Strategy Department/Bid Package Department

Sir,

Operation "Radio Free Europe" has been declaired a moderate success and all feed back has been
positive from the IAAPA Membership. There was a slight problem because I had to change ISP in
mid August but all is moving forward at this time.

Another step that the Strategy department will be taking on the project of revive the Strategy
Chat sessions originally created by Polaris. The final details are still being worked through
(this project though an enriching feature for IAAPA has unfortunatly been put on hold for the
imediate future)

At this point I will address the Variants. The Bid Package Department is at this time offering
Ranked/Rated play in the following rule sets:

Russia Restricted (The Bid Package Russia restricted Tourney is entering its Quarter Final
Round)

Stalins Troubles/Kremlin

No West Canada Load to Lab SZ

Basic Third Edition

In the next issue of Radio Free Europe the Bid Package Department will be announcing the IAAPA
Commando Brigade Leauge, which is a 3-5 member Team 2 -vs- 2 Leauge. (a Mass Mailer will also
be sent out to all members notifying them of the new Leauge)

IAAPA Member Mr_Chaos has been appointed as Bid Package Tourney Director and holds that position as the laison between myself and the IAAPA Tourney Director (Grofaz). He has started his tenure by orginizing the Bid Package Russia Restricted Mini Tourney and is working on a Stalins Troubles/Kremlin Mini Tourney. He is also serving in a minor capisity helping to iron out the details for the ICBL.

CruzyBeerzMan, Assistant Bid Package Officer in charge of M10-, has been promoting Multi player
games and is activly working on that aspect of the Bid Package Department.

As Strategy and Bid Package Officer I also serve as a member of the IAAPA Legislature. In this capacity I have been working closely with Boromir and the other members of the Legislature on a number of topics ranging from an up-date to the IAAPA Home page to helping to create a IAAPA Hall of Fame Awards section for IAAPA members accomplishments

Respectfuly submited,

Eric (Wrec_it)

REPORT FROM THE IAAPA HERALD - Dan (Daninja) - herald@REMOVETHISaxisandallies.net

Hear Thee! Hear Thee! Hear Thee!

Greetings and well met warriors. As you probably are all aware, our esteemed Herald John (Blackdog) has gone AWOL (absent whilst off leash). After much coercion, bribery, and blackmail from those who shall remain nameless, I have humbly agreed to take on the duties of Herald. Well may you ask how I became Herald and it sort of went something like this…

The Lady of the Lake, her arm clad in the purest shimmering samite, held aloft Excalibur from the bosom of the water signifying by Divine Providence that I, Daninja, was to carry Excalibur… oops sorry, that’s how we got our President. A few of our elected members have since pointed out that strange women lying in ponds, distributing swords is no basis for a system of government. Supreme executive power derives from a mandate from the masses, not from some farcical aquatic ceremony…

Anyway, I must say that I thoroughly enjoy reading the review and the Snapshots in Time compiled by Blackdog. In his last report he mentioned that he was working on a comprehensive "Snapshots… from ALL of the IAAPA's existence” and maybe when he returns we will be able to see this compilation. The last Snapshot by Blackdog was done back in August 2002 and since that time the database and the way the ranks are calculated has undergone some changes. I have managed to put a Snapshot together for the end of September 2003, which shows where you were on the rating ladder in August 2002, however I have used a different method for calculating your position, so don’t get too excited about some of the large movements. Also, as John did before, I have only included members who have completed at least 1 game. If for some reason your alias has slipped through the cracks and you are not on the list, please email me and I will sort it out. I will endeavour to make sure that we have a monthly update of Snapshots in Time and some commentary to go with it from now on.

Click Here for the September snapshots in time.

Cheers
Dan (Daninja)

Greetings fellow members!

Since the last Review, I’ve answered about three dozen questions from members, from people thinking about becoming members, or from muggles simply asking general questions about Axis and Allies. I also send out a congratulatory message to all those who have passed the final hurdle, encouraging them to join. Our new members since July are from the U.S., Canada, Sweden, and South Africa. Please contact me if I can be of any assistance.
