IAAPA Armchair General's Revue July 15, 1998

From the President's Desk

The finishing touches were just made to the new Charter, which will restructure our government in a few ways that hopefully improve some of the internal voting mechanisms. This will not affect the general membership except that instead of having a Parliamentary type of Congress it is more of a Roman type Congress with 1 house, the Senate. This should make the Congress a stronger and smaller unit capable of quicker decision making and voting.

The new name of the club was decided to be the IAAPA. This translates into the International Axis & Allies Players Association. We are glad to be able to represent ourselves as what we truly are, an international group of competitive strategists, who use Axis & Allies as the means of the competition. Our ranking system allows us to compare ourselves to our peers, in much the same way as the International Chess Federation does. We decided to drop the On-Line portion of the name because we are promoting more live events through affiliated local gaming clubs.

An anonmymous member has donated the funds to register us as an organization and establish our own server for the website. What this means is that we own the rights to www.axisandallies.org which makes us much easier to find, hopefully increasing the overall talent pool and raising the level of competition through increased membership. Many aspects of the club website are under redevelopment at this new site. If you visit it, much of it may be restricted or under construction as the many areas are tested and linked together. This site will be the focus of most club activity, and be the way you join, request games, play live, report gamefinishes, and chat. Our programming team has been hard at work on the various areas of the project and it will be truly amazing to see when completed. Thanks to everyone involved, especially our anonymous donor, and the programming teammembers.

Hasbro has a new CD-Rom version of Axis and Allies coming out very soon. We are negotiating with Hasbro to obtain some limited time Beta-testing and reviewing the game prior to release. Industry wide rumor has it that the game will be released for the Christmas selling season, which translates to Sept- Oct timeframe. I'll give you more news on this as we get it. Of course when and if Hasbro allows us to review the Beta Version, we we review it for you also and give you a rundown on it's capabilities and let you know of any additions or rules changes. Stay tuned for more as word comes in.

Game Logs Requirements have changed. For play by e-mail games, game logs no longer need to be made into text files and submitted for credit. Completing the gamefinish data sheet is sufficient. The only play by e-mail games which will require the logs are the Semi-Final and Finals matches of Tournament games. GMLESS and LIVE games STILL REQUIRE LOGS to be submitted. This should reduce the amount of work required of GMs and players of play by e-mail games. The new website based WarRoom will automatically create logs of LIVE games much like the AOL Wargamers HQ can do. AOL message board folders DO NOT need to be maintained except for the Tournament Semis and Finals. If you have a game in progress and a folder has been started, please continue posting until completed, so we have complete achives on those.

Greetings Fellow Warriors,

There has been some confusion concerning the legality of certain fighter and aircraft carrier movements. The point to remember is that a ftr may participate in a battle provided there is a potential place to land. This does not mean that there must be a place to land regardless of the battle outcomes.

Let's look at a possible Japanese attack on Hawaii. Japan attacks the Hw sz w/ 1 ftr f/ Japan(land cv), 1 ftr f/ Phil(land cv), 1 ftr f/ cv(land Wake), and the cv f/ Car. This would be a legal move, and would not be considered a kamazi, as all air has a potential place to land.

There are a couple of ways that the ftr's would not have a landing spot. The cv could be lost during the attack or retreating subs may block the way of the cv's non-combat move.

Let's look at a second example. It is Japan 1. The ftr flies f/ the cv and moves 3 spaces and attacks the W.USA shipping. It plans to move 1 back to Hw and land on the cv. The Japanese have also attacked the Hw sz. The cv may participate in the attack or plan to move there during non-combat. Again, in this situation, the ftr has a potential landing place and as a result this would also be a legal move. Of course, there must be some attack made to clear the sea zone, otherwise it would be illegal as there would be no potential place for the ftr to land.

There was an odd question that came up a few weeks ago. It concerned that rare circumstance in which a country captured a capital while its capital was under enemy control. This would be the only situation where a country may have money to spend while its capital is occupied. The country may not purchase/place any new units but it may use the money to violate neutrality and roll for tech.

Here are some tidbits that you may not have been aware of:

  1. The small Western Gulf of Mexico sea zone located at the right side of the board is a legal location to place new purchases.
  2. The Panama "Canal" in and of itself is not a sea zone. The clarification misleadingly implies that this is so. No units can be located "in" the Canal.
  3. An air unit may violate neutrality and continue on to participate in combat.
  4. A territory that an attacking air unit flies over qualifies that territory to be a legal retreat location.
  5. An air unit passing through the Panama Canal may take the same route as shipping and does not have to fly over the territory of Panama itself.
  6. Shipping may be placed in any water area on the board that is adjacent to a land territory possessing an IC. Examples would include the Caspian and the Great Lakes.
  7. The Magic 84 count is assessed immediately following the completion of the US turn. If the count is 84 or higher then the game is over.

CAPITAL LIBERATION:

When a capital is liberated all ally controlled territories belonging to that country return to the liberated capital's control. Accordingly, allies cannot place units in ICs controlled by just liberated capitals. A player may not purchase/place units while his capital is under enemy control. However, he may utilize any available funds for weapons development or the violation of neutrality.

Greetings all,

Here is a list of ongoing tournaments and the round they are in:

  1. Summer 97 Open is in round 4 with 8 players alive and soon to begin round 5
  2. Fall 97 Open is in round 4 which just began with 8 players alive as well.
  3. 98 Masters Invitational is in round 2 with 8 of the clubs finest players.
  4. Spring 98 Open has just started the 2nd round with 128! players still alive.
  5. Summer 98 Open (Consolation) should have just under 60 entries with a tentative start by the end of July. Official notice will be sent out next week. I will accept any other entries up to 64 so if your still interested send in a request asap.

We have a very special announcement now as well:

1997 Fall Classic winner is: *zwoof@bellsouth.net*

It should be noted we had 32 players at start with 3 Generals in that tournament and several officers as well. zwoof@ had to win 5 rounds or 5 games in a row in order to win this tournament so even with only 32 players involved accomplishing this is quite a feat. Congratulations zwoof@ on a job well done!

As mentioned in my Tournament update sent recently to the club membership there has been a change in Tournament Directors. Send all tournament questions to HighCmmdr@aol.com also a very big thanks again to NobleKnt for his efforts this past year in reviving our tournament system. Noble will continue for a time to assist me with procedures, pairings etc until we have a complete transition that will insure our tournaments run smoothly.

I have discussed updating our web page with our Minister of the Internet and since we will have a new web page it may be a bit longer till we have a properly updated web site for tournament information. I will keep everyone posted as things move along.

In an effort to serve the club members as best as possible BrassTacs is hereby appointed to the new position of "Chancellor of Adjudication" Brass will help me as Minister of Tournaments to see to it that a fair and impartial process is carried out in accordance with club policy and guidelines for the advancement of all tournament games and assist as needed in club tournament procedures.

New Club Charter In Place

We've just finished the polishing touches on a new Association Charter. As always, our Charter is available for review on the Association web page. With the new charter in place expect elections for the recently created Senator position soon.

LordPez Dons a New Robe

Concurrent with the new charter, LordPez will be assuming the Minister of Conduct position. Accordingly, conduct problems (my opponent is a lousy cheat!, Player X said he is going to hunt me down and shoot me! etc. . .) should be forwarded to LordPez@aol.com. That said, note the following:

Please, I beg you, try to work problems out yourself before coming to me. Keep in mind that bringing me into a dispute is more or less like calling in the FBI. It should be the maneuver of last resort for serious conduct problems only.

Minor Change in Standings Procedure

Don't think the standings were going to slip into the background just because I'm now Minister of Conduct. I remain, as always, Minister of Precedence too.

Beginning immediately we've instituted a slight change in the officer promotion requirements. From this moment forward promotion to Colonel and General requires disparate officer wins. I quote from our ranking procedures web page:

Colonel: 14 more wins than losses, defeating a Colonel or higher and 1 other officer (I.E.--1 Col or higher and 1 other officer not identical with that Colonel+)

General: 15 more wins than losses, defeating a General and 2 other officers (I.E. -- 1 Gen and 2 other officers none identical with each other) >>><<<

No games list to check through this time, but be on the lookout for your games completed in the AACRS. If you reported the win within the period, but didn't see it in there, contact Desrtfox69@aol.com to report it again.
